The Ministerial Advisory Board

The Ministry of Lands and Natural Resources (MLNR) is established under section 11 of the Civil Service Law 1993 (PNDCL 327) AND THE Civil Service (Ministries) instrument, 2013 (E.I.1) made on 18th January 2013. The Ministry consists of three sub-sectors: Lands, Forests and Mines. Articles 39 of the Civil Service Act, 1993 of PNDC law, 327 enjoins all Ministers responsible for their respective sectors to establish a Ministerial Advisory Board to Advise the Ministerial Advisory Board to advise the Ministry on various relevant issues.

Section 40 of the same act sets out the functions of the Board as follows:

  1. To promote constant interaction between the Ministry and the users of its services, and
  2. To advise the Minister on adjustments in policy directions, planning objectives and operational strategies.

The Board according to the Act should comprise of the following but the Ministry has the most dealings:

  1. The Minister responsible for the Ministry as the chairman
  2. The Deputy Minister of the Ministry
  3. The Chief Director
  4. Three members from the Public Sector organisations
  5. Three members from the private sector organisation

Section 41 of the Act provides that the Ministerial Advisory Board shall meet at least once every three months and minutes of the meetings of the board shall be submitted regularly to the office of the Head of the Civil Service. THE MLNR Board comprises of the following:
