Our Ministry
The Ministry of Lands and Natural Resources (MLNR) was established under Section 11 of the Civil Service Law, 1993 (PNDCL 327), and is mandated to ensure the sustainable management and utilization of the nation’s lands, forests and wildlife resources as well as the efficient management of the mineral resources for socio-economic growth and development. The broad aim of the Ministry is to provide leadership and guidance in the Management of the Nation’s, Natural Resources through effective policy formulation, market regulation and asset management.

The Ministry exist to ensure the sustainable management and utilization of Ghana’s lands, forests, wildlife and mineral resources for socio-economic growth and development.

Excel in the management of land, forest, wildlife and mineral resources by well-trained, disciplined and motivated staff through the delivery of client oriented services.
Functions
The Ministry is responsible for the following:
- Ensuring the efficient formulation, Implementation, Co-ordination, Monitoring and Evaluation of policies and programmes;
- Ensuring efficient and equitable land delivery services
- Facilitating the promotion of sustainable forest and wildlife resource management and utilisation;
- Ensuring efficient management of mineral resources to catalyse sustainable development;
- Facilitating the promotion of effective inter-agency and cross sectorial linkages;
- Protecting the country’s boundaries in collaboration with other state agencies.

The Chief Advisor
The Chief Advisor To The Minister
Professor Jerry S. Y. Kuma is the Chief Advisor to the Minister for Lands and Natural Resources, Hon. Emmanuel Armah-Kofi Buah (MP, Ellembelle). Prof Kuma was the Vice Chancellor of the University of Mines and Technology (UMaT), Tarkwa, Ghana from October 2012 to October 2020 and until recently, the Rector of Perez University College, Pomadze, Winneba. He is a Professor of Environmental Hydrogeology and Geophysics. He holds a BSc (Hons) degree in Geology and Physics from University of Ghana, Legon awarded him in 1985.

Sector Profile
The Ministry has three sub-sectors namely:
Forestry Sub-sector
Ensuring the efficient formulation, Implementation, Co-ordination, Monitoring and Evaluation of policies and programmes;

Land Sub-sector
The Land Sub-sector is managed by the Lands Commission, Ghana Boundary Commission and the Office of the Administrator of Stool Lands. The Lands Commission has the following divisions;

1957 - Independence Era
Establishment of land administration systems following Ghana's independence.
1986 - Ministry Formation
Official establishment of the Ministry of Lands and Natural Resources.
2008 - Land Administration Project
Launch of comprehensive land administration reforms and digitization initiatives.
2020 - Digital Transformation
Implementation of digital land registry and online service delivery platforms.
