Ghana is endowed with abundant natural resources, which have played a key role in the development efforts of the country. The Ministry of Lands and Natural Resources (MLNR) is established under Section 11 of the Civil Service Law 1993 (PNDCL 327), and is mandated to ensure the sustainable management and utilization of the nation’s lands, forests and wildlife resources as well as the efficient management of the mineral resources for socio-economic growth and development. The Ministry consists of three sub-sectors; Lands, Forestry and Mining.
To excel in land, forest, wildlife and mineral resources management through a well-trained, disciplined and motivated staff, delivering client oriented services.
To ensure the sustainable management and utilization of Ghana’s lands, forests, wildlife and mineral resources for socio-economic growth and development.

AIMS AND OBJECTIVES
1. Develop and manage sustainable lands, forest, wildlife and mineral resources;
2. To facilitate equitable access, benefit sharing from and security to land, forest and mineral resources;
3. Promote public awareness and local communities participation in sustainable forest, wildlife and land use management and utilization;
4. To review, update, harmonizes and consolidate existing legislation and policies affecting land, forest and mineral resources;
5. To promote and facilitate effective private sector participation in land service delivery, forest, wildlife and mineral resource management and utilization;
6. Develop and maintain effective institutional capacity and capability at the national, regional, district and community levels for land, forest, wildlife and mineral service delivery;
7. Develop and research into problems of forest, wildlife, mineral resources and land use
In other to realize its aims and objectives, the Ministry perform the following functions:
1. Ensuring efficient formulation, implementation, coordination, monitoring and evaluation of policies and programmes
2. Ensuring efficient and equitable land delivery
3. Facilitating the promotion of sustainable forest and Wildlife resource management and utilization;
4. Ensuring efficient management of mineral resources to catalyze sustainable development
5. Negotiations with Development Partners
6. Validation of Policies, Programmes and Projects
7. Supervision of Sector Agencies and Departments
8. Negotiations with Development Partners; and
9. Protection of country’s boundaries in collaboration with other state agencies
WHAT THE MINISTRY STRIVES FOR

2. Effective and efficient collaboration with all stakeholders in facilitating equitable access, benefit sharing and security to land, forest and mineral resources;
3. Continued progress in promoting public awareness and local communities’ participation in sustainable forest, wildlife, mining and land use management and utilization;
4. Fair and transparent allocation of resources to all Departments and Agencies under the Ministry;
5. Provision of information in a formal and transparent manner; and
6. Prudent use of Country’s resources.
SUB-SECTOR PRIORITY AREAS
Ghana, as a lower middle income country is well known for its rich natural resources. Therefore, the government is very keen on protecting and ensuring the judicious use of these resources for sustainable economic growth and development.
In the period under review, various activities were carried out within the sector to monitor natural resource utilization and replenishment.
Under the mining sub-sector, various programmes, projects and activities were implemented to ensure that they are in tandem with policies, laws and regulations. In order to clamp down on the operations of illegal miners in the country, the Ministry continued to effectively monitor the activities of illegal mining operations.
To enhance the performance of the mining sub-sector, the Ministry submitted the following Bills and Policy to Cabinet for consideration and approval:
- The Minerals Development Fund Bill
- The Minerals and Mining (Amendment) Bill
- The Ghana Geological Survey Bill
- Minerals and Mining Policy
The Minerals Development Fund Bill which aims to provide financial resources for the direct benefit of mining communities, holders of identifiable interest in land within mining areas and traditional authorities was finalized and submitted in April, 2014 to Cabinet for consideration. The Bill was approved and later submitted to the Attorney General on the 20th October, 2014 for review.
The Minerals and Mining (Amendment) Bill which seeks to sustain infrastructural and socio-economic development of the mining communities and subscribe regulations for deterrent sanctions to be meted out to perpetrators was also submitted in April, 2014 to Cabinet.
To improve the efficiency of the Ghana Geological Survey Department (GSD), the Ghana Geological Survey Bill which seeks to convert the institution into a semi-autonomous body was submitted to the Attorney-General’s Department (AG) for review and later submitted to GSD for the incorporation of AG’s comments.
The Ministry has also developed the Minerals and Mining Policy which seeks to consolidate various policies in the mining sector in order to secure the continued development of the thriving mining industry that would contribute to sustainable economic development. A Cabinet Memo was submitted on the Policy on 15th April, 2014 for Cabinet’s consideration.
The Ministry embarked on various activities in the Forestry Sub-sector to manage the natural forest, plantations, wildlife and other ecosystems so as to maintain its integrity and ecological balance. In line with this, Cabinet approvals were secured for the implementation of the following:
- Review of the 1994 Forest and Wildlife Policy
- Conversion of Achimota Forest Reserve into a world class tourist destination (Eco-Park)
To protect and efficiently manage the nation’s wildlife and forest resources, the Ministry facilitated the drafting of the following Policies, Bills and Legislative Instruments:
- A National Wood Procurement Policy to ensure the supply of legal wood to the domestic market and reduce illegal chainsaw activities in the country
- A ban on the harvesting and export of rosewood (a tree species found in the northern and some parts of the Transitional Zone of the country)
- A Wildlife Bill was approved by Cabinet on 11th September, 2014 and submitted to Attorney-General’s Department for gazetting.
To improve land administration and delivery system in the country, the Ministry facilitated the development of the Lands Act which is at the drafting stage and the Land Use and Spatial Planning Act which is being considered by Cabinet. A draft Survey and Mapping Policy and a National Spatial Development Infrastructure (NSDI) which would help the Lands Commission control the Geodetic Reference Network (GRN) monuments were developed. Presently, individual policies have been completed and would be put together as one policy.

The Ministry endeavours to:
