ORGANIZATIONAL STRUCTURE FOR THE MINISTRY OF LANDS AND NATURAL RESOURCES
ADMINISTRATION OF THE MINISTRY
The Ministry of Lands and Natural Resources is headed by a Minister of State and assisted by Deputy Minister(s). The Chief Director is the administrative head of the Ministry and advisor to the Minister.
DIRECTORATES / UNITS OF THE MINISTRY
1. Finance and Administration: The Division provides administrative support to the other divisions, coordination of personnel, performance in the context of provision of welfare services and management of Estates, safeguards the Assets and Liabilities of the Ministry and its Sector Agencies as well as adherence to the Internal Financial Management Control System of the Ministry.
2. Policy Planning, Budgeting, Monitoring and Evaluation (PPBME): The main objective of the division is to ensure that policies and strategies are properly analyzed, coordinated and monitored to achieve sector goals and objectives.
3. Research, Statistics and Information Management (RSIM): The main objective is to maintain accurate statistical data and carryout research in order to develop; manage; and sustain lands, forest, wildlife and mineral resources for national development.
4. Human Resources Management and Development (HRMD): The division is responsible for the development of human resource plans, carries out performance review of staff, produces work description and scheme of service for the Ministry and its Sector Agencies.
5. The Three Technical Directorates (Forestry, Mines, and Lands): The Directorates provide advice to the Minister and Chief Director on forest, mines and lands.
6. Internal Audit Unit: It is responsible for coordination and monitoring of financial plans and expenditure and assist in streamlining the financial management procedures of the Ministry in accordance with the Financial Administration Regulation (FAR), LI 1234 and the Accounting, Treasury and Finance (ATF).
DEPARTMENTS AND AGENCIES UNDER THE MINISTRY
The Ministry has five (5) main Departments and Agencies and a State Owned Enterprise which implement its policies, programmes and projects. These departments and agencies are categorized according to their functionalities:
1. MINES SUB- SECTOR AGENCIES:
o Minerals Commission (MC);
The Minerals Commission Act stipulates the functions of the Commission as follows:
– Implementation of national policies for exploitation of mineral resources;
– Advise the Minister on matters relating to minerals;
– Monitor the implementation of laid down government policies on mining;
– Monitor the operations of all mining companies;
– Receive and assess public agreements relating to mining; and
– Ensure data collection on national mineral resources and the technologies of exploitation for decision making.
o Geological Survey Department:
– To continuously generate, collect, store and archive relevant geoscientific data; and
– To disseminate data and information in a user-friendly way to government, industry and the public at large through field surveys, research and investigations.
2. FORESTRY SUB-SECTOR AGENCIES:
o Forestry Commission is made up of:
– Forest Services Division
– Timber Industry Development Division
– Wildlife Division
– Resource Management Support Centre
The Forestry Commission as mandated by Act 571 functions broadly by:
– Regulating the use of forest and wildlife resources
– Managing the nation’s forest reserves and protected areas
– Assisting the private sector and other bodies with the implementation of forest and wildlife policies; and
– Undertaking the development of forest plantations for the restoration of degraded forest areas, the expansion of the country’s forest cover and increase in the production of industrial timber.
3. LANDS SUB-SECTOR AGENCIES
o Lands Commission is mainly responsible for
– Allocation and management of public lands for individuals, private and state institutions use;
– Advising and assisting in the execution of a comprehensive programme for the registration of deeds and land tittle throughout the country;
– Providing land administration advisory services to ensure conformity with approved planning schemes and the prevention of encroachments;
– Monitoring of all developments on public lands to ensure conformity with approved planning schemes and the prevention of encroachments; and
– Executing concurrence and consents on all stool land transactions.
The Lands Commission is made up of:
· Land Registration Division:
– Responsible for the registration of tittles and protection of interest in land throughout the country.
· Land Valuation Division:
– Responsible of data storage on land values and deliver valuation services to the state and the public.
· Survey and Mapping Division:
– Responsible for data storage on spatial maps and undertakes national land survey, mapping and verification of survey maps.
- Office of the Administrator of Stool Lands:
– Responsible for collection of data and disbursement of stool land revenue for the various stools.
STATE OWNED ENTERPRISES UNDER THE MINISTRY
1. Precious Minerals Marketing Company (PMMC) Ltd:
o To buy and sell precious minerals;
o To grade, assay, value and process precious minerals;
o To appoint licensed buyers for the purchase of precious minerals produced by small – scale miners;
o To promote the development of precious minerals and the jewellery industry in Ghana; and
o To export gold on behalf of third parties for a commission.
